Shanghai Securities News | SSE Holds Law Firm-Focused "Three Open-Doors" Briefing and Business Training to Promote a Strong Start to the "15th Five-Year Plan"

Shanghai Securities News, www.cnstock.com (Reporter He Xinyi) — Recently, a "Three Open-Doors" special briefing and business training session for more than 50 law firms was held in the trading hall of the Shanghai Stock Exchange (SSE). The training focused on the highly demanded "Three Open-Doors" policy, effectively increasing offline engagement and helping key regulatory service targets gain comprehensive understanding of current policy directions, institutional rules, and interaction channels, thereby promoting the deep integration of the "Three Open-Doors" concept and practice with the market ecosystem.

It is reported that this training represents the largest law firm-focused session held since the establishment of the STAR Market and is a practical initiative to support foundational work at the start of the "15th Five-Year Plan". The one-day training was attended by more than 150 law firm partners and key personnel, covering virtually all major law firms currently providing securities services in the Shanghai market.

The training session centered on the goal of building a strong financial nation, focusing on the requirements set out in the new "State Council's Nine Guidelines" to further reinforce the "gatekeeper" responsibilities of intermediary institutions. Drawing on the SSE's recent practical experience, the session provided briefings on the implementation of the "Three Open-Doors" initiative and related regulatory policies across key business areas, including equity review, listed company supervision, and bond review. A systematic introduction was delivered through a combination of rule interpretation, data analysis, and case studies. In addition, based on prior solicitation of feedback and suggestions from major law firms, on-site responses were provided to issues of market concern.

Participants noted that through this face-to-face training and exchange, they gained a more comprehensive understanding of the SSE's policy and regulatory requirements across various business lines, as well as the available consultation and communication channels. In particular, they developed a more intuitive appreciation of the effectiveness of recent capital market reforms and the underlying regulatory logic, further strengthening their confidence and sense of responsibility in fulfilling their roles as "gatekeepers" and intermediary bridges in the capital market.

The "Three Open-Doors" initiative is an important measure launched by the SSE to effectively transform its work style, enhance service efficiency, and optimize the business environment for the entire market. Since its introduction, it has consistently upheld the principle of promoting fairness through transparency and building credibility through openness.

The SSE stated that it will continue to take as its mission the improvement of capital market functions that coordinate investment and financing, and, with greater efforts, promote the concentration of resource elements toward new quality productive forces. By strengthening coordination and fostering synergy among all capital market participants, the SSE aims to create a sound environment conducive to economic work and the advancement of high-quality development.
